Stephen Hill
Educated in Aylesbury, Stephen began his working career at the Valuation Office Agency of the Inland Revenue. His mathematical and analytical skills quickly identified him as an able and competent referencer and a valuer in business rates. Stephen developed a detailed appreciation of all commercial premises, specialising in industrial and offices occupations.
In 1988, he was approached by Edwin Hill Chartered Surveyors to join their private practice as a surveyor. (This was just before the commencement of the first 1990 Business Rates Revaluation) Stephen pioneered groundbreaking initiatives for rate saving opportunities under the newly issued Transitional Relief Regulations. In 1992 he set up Edwin Hill's West of London office at Heathrow and headed up their Business Rates department. At the time of leaving to set up BMH, Stephen had been made a Partner. He currently he runs the Slough office of BMH and is in charge of the Thames Valley Business rates team. Given his exceptional mathematical and valuation skills, it comes as no surprise that Stephen has a deep intellectual interest in horse racing. He revels in horse racing statistics and probabilities and has written many racing articles for a national newspaper. He practices what he preaches and is a very successful investor in this field. Understandably, he carefully guards his wining theories!

Roderick J V Bisset

Roderick (Or Rod as he is referred to by colleagues and clients) heads up the Crawley office of Bisset Moffatt Hill. Known for his meticulous attention to detail and his tenacity for hard negotiating, Rod specialises in Business Rates and Agency services. He read Land Management at DeMontford University and undertook his training with Edwin Hill Chartered Surveyors in Central London where he subsequently became a Partner. In 1997 he resigned his partnership to form BMH with fellow Directors, Simon Moffatt and Stephen Hill.
Rod specialises in all form of commercial rating valuation but in particular he concentrates on public houses and hotels within the leisure industries. He also acts for a large number of high-profile car dealerships throughout the country and is widely acknowledged as a rating expert in this field as well.
Rod is a prodigious appellant Advocate before the various Valuation Tribunals in London and the Home Counties. His expertise in Expert Witness procedures, cross-examination, and his understanding and interpretation of rating case law is an invaluable asset to BMH and of course our clients.
Rod is married and lives locally in West Sussex. His main interest outside of work is motor biking; an interest that he shares with his co-director Simon Moffatt. (His sleek BMW sits outside the BMH offices, attracting many comments from visitors) Rarely does a year pass by without the two Directors jointly entertaining BMH clients at the Isle of Man TT races.

Simon G F Moffatt
BSc FRICS IRRV FNAEA
Simon qualified as a Chartered Surveyor in 1992. Throughout a distinguished career, Simon has amassed considerable experience and expertise in commercial agency, leaseholder services and rating. From 1984 to 1997, Simon worked in North and Central London for several commercial practices. Latterly he was a Partner at Edwin Hill in their London office. He resigned in 1997 to jointly set up his own company with his fellow Directors at BMH. Simon heads up the Agency and Leaseholder Services at BMH, although his workload also encompasses business rates services. He offers an all round commercial service to his clients and he can advise them on most aspects of commercial property.
Simon is a Fellow of the Royal Institution of Chartered Surveyors, a member of the Institute of Revenues, Rating and Valuation and a Fellow of the National Association of Estate Agents. He is also an examining APC Chairman for the RICS. He has two grown up daughters and a formidable wife. He quietly amuses himself with sailing, shooting, and skiing.
